Strata Building Management

State elective: Northern Territory

Goal: apply the core lessons in the Northern Territory, with its two unit title systems and the extra work that cyclones and the wet season bring.

Two systems

The law:

  • Unit Title Schemes Act 2009: schemes created since it commenced (and older schemes that have converted). It has management modules that set out how the body corporate runs, and a dispute process using adjudicators, with a schemes supervisor.
  • Unit Titles Act 1975: older schemes. Disputes under it can go to NTCAT.
  • Either way, the owners form a body corporate, usually run by a committee, and NTCAT hears disputes about breaches of the Act or the by-laws.

Find out which Act your scheme is under first.

Building managers

There’s no specific regime for building managers or caretakers in the NT. You work under your contract with the body corporate.

Cyclones and the wet season

Darwin and the Top End are in a cyclone region, and the wet season (roughly November to April) brings storms and flooding. Industry practice for the building manager:

  • Before the season (October): clear gutters, downpipes, drains and pits; trim trees; check roof sheeting and fixings; secure or store outdoor furniture, pool equipment and bins; test generators and sump pumps; check shutters.
  • Remind residents about clearing balconies and the NT Emergency Service cyclone advice.
  • Have a contractor list ready for after a storm: roofer, glazier, electrician, tree removal, restoration.
  • After a cyclone: safety first, then photos for insurance before clean-up (Lesson 15).

Licences, WHS and fire safety

  • Builders and certain building practitioners are registered with the NT Building Practitioners Board; electricians and plumbers have their own licensing.
  • WHS: the NT has the model Work Health and Safety (National Uniform Legislation) Act 2011. Regulator: NT WorkSafe, which has published an FAQ for strata bodies corporate.
  • Fire safety: no annual statement, but fire systems must be maintained (AS 1851) and records kept. NT Fire and Rescue Service is the fire authority.

NT checklist

  • Which Act applies; management module (if under the 2009 Act)
  • Pre-cyclone season checklist done by October
  • Fire systems maintained with records
  • Asbestos register (common areas built before 31 December 2003, where the body corporate is a PCBU)

On the job

Write your building’s pre-cyclone season checklist using the list above, with a date for each task and the contractor who does it.

General education, not legal advice. Strata law is different in every state and territory and it changes often (NSW and Victoria both changed theirs in 2025 and 2026), so check the current Act and your own agreement, and get advice before acting on anything here.
